I was unwilling to accede to Er. Kennett'a

argumenta without a reference to the Home Authorities as Mr. Kennett's contention applie a not only to

the British American Tobacco Co. Limited but to all

other "British Companies" now or hereafter carrying

on business in China which do not come within the

definition in the order in Council of "China Company"

or of a "Hongkong Company".
